No, systemd does. In git it doesn't, but v195 does read /etc/sysconfig/network on Fedora if /etc/hostname is no good. That caused some of the above confusion. My other problem was that I did not have /etc/hostname available early enough during boot. Still can't explain all the behaviour I was seeing, but with that fixed, things seem to be behaving.
