Hmm, you might have a point there. Or maybe not? The overriding semantics are different, aren't they? pam_env would always merge the env vars, while the i18n logic would drop all system vars if at least one user var is set, since we definitely don't want to merge LC_WALDO= from the system with LC_FOOBAR= from the user, or in other words: we either should use one set of vars, or the other, but never a mix...
