The relevant upstream bug report for ModemManager is [1] and I think
there is a bit of confusion in the bug report.
I do like dbus services, which can be disabled via the Alias trick.
By removing that upstream, I now have to use mask, which means I can
no longer start the service manually.

To me, [1] looks more like a broken Arch ModemManager package, which
missed to call systemctl enable ModemManager.service in postinst.
