what should someone imagine in read-only /
on many if not most setups anything is below / inclduning /var/lib and 
/var/cache

and as root you hardly need / writeable
so you can touch /forcefsck and it makes sense in a lot of cases

there is no valid reason to deprecate it

many things systemd does are *very good*
but also many things are querstionable, this is one

if is say as admin "make a full fsck at next boot"
i do not need to explain this to anybody, that is why i am root
