Ahh OK, so that's probably the same answer to my case. When I cat 
/usr/lib/systemd/system/lvm2-monitor.service I see this comment:

# The lvmetad must be disabled here, it needs 
https://bugzilla.redhat.com/show_bug.cgi?id=843587 to be resolved first.

What I don't understand is that lvmetad is merely a 68ms hit, yet 
lvm2-monitor.service is a huge 1.2s hit and I can't tell what it's waiting for, 
certainly not lvmetad.
