As I understand it, the desired solution here is "mount /usr in the initramfs". If your platform of interest is Debian/Ubuntu you could help with getting the patches on <https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=652459> landed (and its dependencies resolved), and then we could stop caring about whether /usr is separate or not altogether?
