This sounds like exactly the same problem that was supposed to be fixed
with 58ea275a68cd242ad60161bcb7582614d1d89f13. Could you check KillMode
of user@.service?

frankly i would be happy to get rid of all the user-session stuff on headless machines which did not exist all the years before (sftp-sessions, cron-jobs and so on....)

it solves no problem on any of my headless servers and only introduces new ones from hanging shutdown to flooding logs
