Newer systemd versions provide a lot more functionality. There might be some boot speed changes too, but not really because of targetted work but more "accidentally". The general principles of the ordering and parallelization of services haven't changed since pretty much the beginning of systemd, so in general you shouldn't expect to see dramatic changes in boot speed between versions.
