Apologies for not answering your question, but remote servers, do you not
have IDRAC/ILO/KVM/virtual console
Those are the methods I use when a server fails to boot

I wouldn't expect ssh to start if the fsck fails, it could cause unexpected
security issues not knowing if all files are in consistency.
