I also tried booting with the "fallback" version of the UKI image. Should this include all the modules? Also, during the update, no dracut packages were updated, and my keyboard was working fine before that. so the initramfs generation shouldn't have changed.
I will ask around in the dracut mailing just in case, but that is why I thought it might really be systemd related. If I get a chance, I might try generating a regular image and use a bootloader instead of UKI and see if it is related to the UKI or not. if not then the initramfs might be the next candidate to rule out.
