I read that this 'death penalty' rule was self-imposed by the
weightlifting federation a few years back because the entire sport itself
was on the verge of getting kicked out of the Olympics by the IOC.
The $50,000 fine provision was just a window dressing rule to allow innocent
individuals one last Olympics before their home federation is banned
for an indefinite period.
