My rule book (Dutch, but in accordance with IAAF rules ) states that
"touching the ground or the pit under or beyond the bar without making a
jump is a miss".
[In my rule book this is in chapter 4 ("Jumps"), section 4.1 ("High jump"),
subsection "Judging"].
My interpretation of this is that if the jumper does make a succesful jump,
then it is NOT a miss. Certainly in all the meets I have been to, it has
been interpreted this way.
