The solution is to have people who know what they are doing score the race.
I can easily score  multiple events in the same race with no additional time
delay (and have on many occasions). I also know how to code the declared
runners vs undeclared runners. It doesn�t require a Phd. in computer
science, just common sense and a bit of "type-A-ness" to be sure ever thing
checks out.
