The National rules are in effect IF THERE ARE NO STATE RULES THAT SUPERCEDE THE NATIONAL RULES. Example, in Florida at the state championships in Palm Beach County (I thought I would give you a set up for a counting joke), the athletes were allowed a maximum of 5 events of which no more than 3 could be running events. BTW, the event rules goes for the entire track season. Florida is a member of the National Association.
