So far, this deal has not yet closed.  It can happen at any time as
the Cingular/AT&T merger is now closed, when the other approvals are
received.  There is a transition plan, up to four years, for the
Cingular users to migrate to the existing AT&T networks in CA/NV and
NYC.  You won't get better coverage as a result of this agreement, as
the newtork T-mobile users will use will be the same (it will be
expanded just like any other TM network.)  You may experience less
network congestion issues since the usage will eventually be lower,
but that also depends on the amount of spectrum TM has in those areas.

Also, no one knows any details of the Cingular roaming agreement that
was signed in that press release.
