Nope.  They can't.  The only operators who can use 850/800 are the
cellular operators of which there are two per market.  Usually it's a
CDMA carrier such as Verizon who is one of them and the other is/was
a TDMA/GSM carrier e.g. AT&T Wireless or cingular for most of the
country.  There are lots more 1900 "PCS" licenses.  The only way
T-Mobile could ever offer "850" is if they took over one of the
cellular carriers.  Since cingular just combined with AT&T Wireless
it's very likely that there will be no other major "850" carriers
though there are some smaller carriers who were TDMA and are
overlaying GSM as cingular and AT&T Wireless did.
