If you call in to Customer Care, you might not even have to wait until March to 
order the phone!  Stores have to wait until the 11th month of your contract, 
but Customer Care can get you the phone at new customer pricing as long as it's 
been 11+ months since the last time you purchased a phone.

I've gotten a new free phone (Nokia 3595 back in 11/03) since they
started treating us long-term customers the same as new customers!  I go
to the T-Mobile store near me, and the guy told me that on 3/29, I can
get another free phone, the one contract expires on 4/29.

Not sure about the 1000 minute weekends only plan, but I know that the
1,000 minute with nights and weekends is a promotional plan so  likely
you'd have to sign up for another year.  As for your phone if you have
had a plan of $39.99 or higher and you've had service for over a year
you should be able to get new customer pricing on phones.  Doubt
whether they'll give you a free phone though.
