I have a cell phone I bought in Germany and theirs is a 2 year waiting
period to get a SIM unlock code.  I have 2 weeks to get one so I can use the
phone here in the states.

Some units require a foreign SIM, some do not.  The iPAQ has a known issue
with unlocking that can be difficult to get corrected.

As far as "encouraging" people to use unlocked handsets, that is not
T-Mobile's intention.  Using a non-T-Mobile handset can cause issues for you
 the customer, such as not being able to get it replaced through Customer
Care if something goes wrong with it and not having the phone flashed
correctly for T-Mobile. Every handset T-Mobile offers has been through
testing with T-Mobile's engineers to ensure it works well with their network
 and since last year, they only use handsets with AMR technology to help the
handset interface even better with the network.  It is all part of their
campaign to delight the customer.

One more note on unlocking, until you have been active 90 days on the system
 they will not give you the unlock code for your handset, and you may only
request one unlock code every 90 days.  This is whether you bought the
handset from them or not.  So if you buy a locked handset somewhere that is
not locked to T-Mobile and expect that T-Mobile will help you unlock it,
your number must be active for 90 days before they will give you the code. 
Code requests can be done via their website or by a call to Customer Care.
