I have a cell phone I bought in Germany and theirs is a 2 year waiting period to get a SIM unlock code. I have 2 weeks to get one so I can use the phone here in the states.

This is whether you bought the handset from them or not. So if you buy a locked handset somewhere that is not locked to T-Mobile and expect that T-Mobile will help you unlock it, your number must be active for 90 days before they will give you the code.
