AT&T Wireless did not provide the unlock code for any phones that they
sold.  As successor to AT&T Wireless cingular will not provide unlock
codes for any ÅT&T Wireless phones as well.

The Nokia 8390 is a "DCT3" handset.  You can either download a DCT3
unlock code generator or there are some sites that will generate the
unlock code for you on line.  Do a search for DCT3 unlock.
