T-Mobile has a native network in DC (and just about in every major  
city on the east coast except for in the Carolinas where you'll roam  
on Suncom and AT&T.)  Matter of fact IIRC the original GSM network in  
the US was in DC operated by Sprint Spectrum and later they sold the  
GSM network to VoiceStream (which in 2002 became T-Mobile) and  
started a CDMA network.
