Don't forget that in many localities you'll pay sales tax on top of
that.  Here in Seattle we have a 8.9% sales tax rate which means that
I'd pay $100.28.  Getting the $100 rerfill direct over the phone with a
credit card would save me 28¢ in this case.

A much better deal is using http://cheapphonecards.com where you'll
always get 3% discount and if you use the bonus word (currently save8 I
believe) you'll get an additional 5% discount.  So on a $100 card you'd
get it for $92 even and pay no sales tax.  Once you have set up an
account with cheapphonecards.com you'll get your prepaid PIN emailed to
you within seconds.  This sale from Target is only good if you happen
to be in a Target for some other reason and you need refill minutes. 
Otherwise other methods for getting PINs are either more convenient or
cheaper.  Also, the refill cards you get from Target may look like
regular T-Mobile refill cards, but they aren't exactly.  They are
"Fastcard®" refills which are only good for 90 days from when you
purchase them.  You have to call a toll-free number to "convert"
Fastcard PINs to regular T-Mobile To Go PINs.  After you convert the
Fastcard PINs to T-Mobile To Go PINs those do not expire.
