Edge phone or edge data card is going to be pretty much the same, its still edge. 3G for the next couple years is going to be limited to metro areas. One of the rules the FCC is looking to implement is 95% 3G coverage within 10 years, by which time 4G perhaps even 5G whatever that might be will be here. Yes the G1 current doesn't easily tether, it can be done but its quite the process and not for the non-technical. For tethering 3G the best would probably be the SE T509 (I think that's the model). The nokia 6263 is decent but won't be as fast since its utms not hsdpa like the SE. UTMS will be 2x as fast as EDGE you typically see on T-mo. HSDPA can be 2-3x that of UTMS. On UTMS I typically saw speeds around 350kbps, HSPDA tends to be around 850-950kbps on average where as EDGE has been 150kbps. Having a 3G phone will only help in the larger markets otherwise EDGE is the best you're going to do.
Switching to AT&T will give you more 3G coverage today but in the long run you'l see more 3G coverage and speed on T-Mo because they have more spectrum nationwide then AT&T has. AT&T uses the same frequencies for voice and 3G which can lead to a lot of congestion in some areas and 3G will be the first thing to be degraded giving voice priority. T-Mo has seperate frequencies, like europe and asia, for 3G which means they will be able to offer higher speeds and have greater capacity. If you're in an area where neither AT&T and T-Mo offer 3G but do have EDGE, it makes little difference which carrier you have: edge is edge.
