I would suspect they do. Or at least indirectly. They know how data you use and 
they know how much of it was on 4G, so easy subtraction would give you the <4G 
data usage.

But to your point, I have no idea if they throttle you down after 2GB of data 
period, regardless of how fast you got it. Or if they have a counter for just 
the 4G speed data and once that reached 2GB of 4G speed they slow down the 
account. I would like to think they keep track of the 4G speed stuff so that 
when you are not on 4G you are not accumulating against the 2GB limit, but 
don't know for sure.
