I think Mark has it correct. The INTRQ is an active high signal, and when it is
released, it is not driven down, but released from driving. The PU will keep
this from floating down which will keep the edge-trigger from seeing a potential
rising edge later.

Mark,

I don't follow you.  A pullup *will* cause a positive-going glitch if
INTRQ is deasserted (low) when it is released.  A pulldown will not
cause a positive-going glitch whether INTRQ is asserted or not.  Right?
