For other native targets libcap is not cross-build. The package most
likely just misses some DESTDIR a-like variable in the makeinstopt.

Ok, aside installation pathes there also was a helper tool beeing build,
that needs to be build with the host compiler while cross building.
I committed the fixes as r22708 and it builds fine in my uclibc testdir, now.
