I have managed to do a stage 9 rebuild with this patch implemented and it 
doesn't work. It works for Emerge-Pkg but not the stage 9 rebuild is there a 
way to determine if we are doing a Emerge-Pkg or a stage 9 rebuild?

Please find attached a patch for ccache that puts the cache files in the 
correct location. I have not tried a stage 9 rebuild.

I did not noticed such a problem so far, but then again I do not
build with ccache too often anymore, due to the massive updates
(e.g. changed header files etc) invalidate the cache too much for
my reference test builds these days and the file systems used
to slow down with all the million files :-(

I'll keep in mind to take a look, feel free to propose a patch
in the meantime :-)
