When building the "generic" project on a non T2 host, that has an older version of m4, the stage 0 automake & autoconf builds will fail because the local version of m4 it too old.

I got around this the "quick & stupid" way by putting a newer version of m4 on my machine, in /usr/local/bin. but this will probably break the existing automake & autocinf installed on the host. (I'll find this out the next time I try to use them ) :-)

Since automake & autoconf are already being specially prepared for the stage 0 build on some targets, why not pull in the proper version of m4 too, and set it up as a dependency to build before automake & autoconf. that way there will be a better insulated environment for building on non T2 hosts.
