the --special was indeed for device nodes and e..g FIFOs some packages
create (e.g. minit).

Is it copying device nodes, or are there other special files that need
to be copied to the new image?
If the only special files that need to be copied are under /dev, I'm
tempted to try patching T2 to work around this.
