[t2] [PATCH] groff cross build, Run configure in gnulib sub dir with proper opts.

Hi,
The top level Makefile in groff calls configure in the gnulib sub directory, without the 
necessary T2 cross options. we need to run it ahead of that time, with the proper options 
before we call make.

Otherwise the glib configure will error out, when cross building for a 
different arch.
