The 1.x series is a stable series targeted at end users. However it is not API or ABI compatible with the 0.10.x series. It can, however, be installed in parallel with the 0.10.x series and will not affect an existing 0.10.x installation.
A number of the 53+ individual packages i've been able to find that use gstreamer, still use the 0.10.x API and as far as i've been able to find out, (i'm awaiting 3 replies on this still, the other 5 I have contact with have all said no! (there are others, I just don't have use of their packages)). Their reply is basically that they don't intend to change at this time as they are stable and moving to gstreamer 1.4.x apparently requires some serious rewrites for them. They all say it's on the todo list in the future but they are all more interested in fixing their bugs first.
