What exactly did load or check out to compile?

Maybe you look at the linux-header package? That is 3.19, but it builds for me.

There is linux-header and linux, the linux-header only installs the user-space 
API headers, like /usr/include/linux or so.
They can not be updated often, and uncontrolled, as this often breaks tons of 
user-space apps (like video4linux, joystick, or even lvm2 stuff and such). So 
they are updated only once every other year for a stable ABI sub-set.
