the answer is (as nearly always ;-) "it depends". The result of both
techniques is the same. From my experience the 2-pack method works faster when you
weave large motives or even only one-coloured (e.g. spaces between motives).
The 1-pack method is of course the slower method in these cases, as you weave
card by card for every row. If you have very "fine" motives with lot of
colour changes or very fine ornamental lines, the 1-pack method seems to be the
faster method from my feeling (I never stopped the time I needed), as you do
have to do a lot of flipping of the cards and have to work very carefully to
find out the cards that need to be flipped in the pack. The 1-pack method is in
my opinion also "easier" to weave when you have a pattern created (weaving
diagram) as you only need to work row by row, knowing exactly which card to
turn in what direction. 

Creating motives on the other hand is easier when you use the 2-pack method,
as you can simply draw the pattern on a rectangular paper, e.g. linke the
one on Phiala's website (http://www.duke.edu/~scg3/grpaper.html). When you
create patterns for the 1-pack method you have to work very carefully and you
must be able to imagine exactly in which position the card is before thinking of
how e.g. colour or direction changes effect the turning sequence for each
card. Therefore, designing patterns for the 1-pack method can be a lot of
preparation work before weaving, while designing patterns for the 2-pack method is
quite easy.

The result from my experience is: Use the 1-pack method for small and fine
motives and use the 2-pack method for large motives or uni-coloured weaving.

Nevertheless every weaver should try out both methods and see, which of
these two methods is the one he feels more familar with.
