I've only done the Rams' Horn pattern once, so I'm far from an expert, but
may have a couple of things for you to try...

 -   Sometimes there's nothing else you can do but reach into a middle
section and manually run your finger down through the shed.  It'll be
clearly defined at the edge of the card-pack, and you just have to open it
up a bit more.  (unfortunately this does slow down weaving, but it keeps it
precise)
-   When I turn my cards, I turn a bit past 90-degrees, and then come back
to the 90-degree position.  That extra little bit of turn-return sometimes
opens the shed a bit.
-   I don't fully separate my packs, they overlap between a third to a half
of a card.  With the shed being open at the front edge of the cards, if the
front edges of the various packs are closer, that can make the shed easier
to find.
-   Fuzzy yarns tend to "catch" threads together, muddling the shed a bit.
-   Keep an eye on the pattern as you weave, it's often easy to notice that
the shed was muddled, and you can unweave just a row or two to keep from
mussing the pattern.
