It must be in the classpath (ideally inside the package that's the base for your components)
Also, see http://tacos.sourceforge.net/tacos4.1/tapdoc/tapdoc-maven-plugin/tapdoc-mojo.html there's a showErrors parameter for the plugin, set it to true might help pinpoint the problem.
