Yup, In 'small towns' its possable for 1 building to be it ALL (including a pub/post office etc)
in the case where a building has many uses & isnt clearly defined, i would tag it as "building=yes" for the area, then have nodes for each use. If a 'section' of a building is 'designated use' then you can draw it like a floor plan, where an area of the building=yes is a perminant pub, then a smaller area can be shown as that.
