OK, if it's like this, then the tagging is clear (and it is as it has been for years): highway=primary (or whatever), embankment=yes. That's a street constructed upon an embankment. Cheers, Martin btw: This is not an issue for talk, it is clearly tagging, I move it there (or say: try to).
