There is no difference. Please read the wiki: http://wiki.openstreetmap.org/wiki/Key:cycleway The only difference is that "cycleway=track" is added to a highway=secondary/tertiary/unclassified/residential/etc when only one way is drawn for cars and bikes (most probably because it is surveyed from a car) and the highway=cycleway attached to a way drawn separately from the main road (and most probably because it is surveyed with a bike).
