It's all very current (less than a week), based on the head versions in the SVN. One of the next steps will be to make the XSLT use those files directly out of the SVN, rather than the arbitrary directories I put them in on my hard disk. It generally refers to a test where the key is tested, but no specific value for the value. It might look like "where highway is not null" or "<filter key="man_made">". It depends on the specific file. The only exception is a rule I put in for OSM to deal with that rule that had a set of several keys times several dozen values.
