I agree with Steve - "*signed* bicycle prohibitions should be tagged
differently from *statutory* bicycle prohibitions" - if at the very
least with a source tag, e.g.:

bicycle=no + source:bicycle=lawbook
bicycle=no + source:bicycle=sign
