It's really trivial to assign the same effect to multiple surface values in an application. That task can be automated, and it clearly should be. Where to add that conversion depends on the application - this could be a part of the application itself, an osmosis task, a library or some other technical solution. I don't like the idea of adding this to the database, because I don't want to keep another tag up to date if it doesn't provide any information that wasn't there before.
