I agree that having an automated process to include ways with the same
name in a relation would be error prone, and I wasn't suggesting it;
OTOH, I don't think that I have ever seen a case where it would be
hard for a *human* mapper with local knowdlege to decide whether some
ways are part of the same road or not.
