yup, There are 2 meanings of 'landuse'. The literal meaning of 'what exactly is this land used for' and.. The classification meaning of 'what does the city/township/legal classification of this physical area permit. An aditional word can be 'land use zone' The cities laws state that in an 'urban residential landuse zone, you cannot have a 'landuse industrial zone' since the area is alloted to have residential dwellings.
It doesnt say if trees are permitted or if its parkland. so in osm-land, there is the tag grouping called 'land use' as well as the specific tag of 'landuse'.
