that's very generic, while it is true it might still not be very helpful for a mapper who looks for a certain tag. I'd be more specific: "Most often, it is a place where social services, as defined here, are conducted: " Simply put the whole thing to "A social facility is a place where social services, as defined here, are conducted: " just a suggestion. "There are no restrictions as to who provides the services; it can be government, faith-based, private, local, national, or international."
