Are school districts administrative boundaries in the first place?

By the common definition, yes.  For the purposes of OSM?  I don't
know, that's my question.

And the answer is “no” they’re not. Much like postal codes, electoral districts, etc. Admin_level is not a placeholder for every possible boundary.
