maybe you missunderstood me: I see this as two things: one is the stop
obligation for the driver and the other is a traffic_sign implying
this. This thread is mainly about highway=stop IMHO (the obligation),
even if the topic may misslead by putting emphasis on the sign.

The traffic sign itself can always be mapped as traffic_sign
