See discussion page on wiki. Winter roads aren't agricultural and span long distances, they don't fit highway=track description. We use secondary/tertiary/unclassified tags for them, according to their importance. A route that is the only communication line for a large town can't be called a track, it is a highway, even if it doesn't work during entire year.
