In the case of mapnik: wait. The current version used on osm.org cannot
rotate symbols, and we haven't transitioned to the yet-to-be-released
mapnik2 either.
In the case of locks anything could be done with lines yet it might be better to
use rotated icons as probably anything else does.
Is there any roadmap when mapnik2 is released?
