Yes, according to the Wiki: "The tunnel tag is used to map ways that runs through an underground passage. You just need to add tunnel=yes where you like to have a tunnel on the section of highway (for road or rail tunnels) or waterway (e.g. channel tunnels)." http://wiki.openstreetmap.org/wiki/Key:tunnel tunnel=yes is any tunnel. tunnel=culvert is a more specific tunnel.
