I guess there is no difference, just two different ways of expressing
the same thing. Along with the subtle distinction between a town
*area* and a boundary *way*.

at least in Germany place=town (area) is often used for the complete "settled area" with buildings.
(In German there is an administrative term "geschlossene Ortschaft".)
Whereas the boundary is the administrative border, often a quite bigger area including surrounding rural parts.
