yes, Berlin wasn't even part of the national territory (well
theoretically there wasn't even a clear general situation for the
territory until 1989/90, Berlin had a special status in the time from
1945-1990), but also in these days the parliament met from time to
time in the Reichstag in Berlin, which had been reconstructed for this
purpose.
